Depending on the design, some of the nose pieces on hammock style saddles have very little room to maneuver a hammer to peen over the copper rivets especially if the side flaps of the saddle are in the way. Sometimes it is easier to chuck the rivets in the lathe and run a die to cut some threads. You can use a couple of nuts to tighten it up on each rivet with a drop of Locktite.

good suggestion Craig. I took mine to a local old fashioned shoe maker who has a big huge floor standing rivet press with a small end just perfect for reaching into the nose. Most people aren't lucky enough to have a shoe maker around, sadly it is a dying trade!

If the steel on the nose is not too thick you could also flatten it out a bit peen the rivet over and then bend it back into shape -drill the holes ( sharp drill bit drill in reverse -makes a nice hole) before you flatten as the position of the rivet could change slightly....

Why not use split rivets. They come in a variety of lengths and are very easy to install. If desired, a small washer can be used. They are available at your local hardware store and affordable.

That's a great idea Craig. I generally can find one of the variety of rivets to work.
